Accessibility Statement

Mission Passenger Transport Software

The MPS Mission Software is a fully hosted secure cloud solution. The system breaks down into 2 parts – the Mission MPS Software and a separate GPS option.

The system is designed to be used in-house by our clients and is not a “Public Facing” system. There are a few small elements which can be used by members of the general public and this accessibility statement covers those aspects of the system.

This web system is run by COM Software Limited trading as Mission Software. We want as many people as possible to be able to use the public facing parts of this web system. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the web system using just a keyboard
  • navigate most of the web system using speech recognition software
  • listen to most of the web system using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the web system text as simple as possible to understand. We have analysed recommendations from AbilityNet and incorporated them where relevant.

How accessible this website is

We know some parts of this web system are not yet fully accessible:

  • Some text may not reflow in a single column when you change the size of the browser window
  • You cannot modify the line height or spacing of text
  • Most older PDF documents are not fully accessible to screen reader software
  • Live video streams may not have captions
  • Online forms are difficult to navigate on a device with a screen size of 7 inches or less.
  • You cannot skip to the main content when using a screen reader
  • There’s a limit to how far you can magnify the map on our ‘contact us’ page


We have been developing specific web apps which meet the required accessibility suggestions because all forms in the app and all controls scale and respond to the device being used.

Technical information about this web system's accessiblity

COM Software Limited trading as Mission Software is committed to making the relevant parts of its web system accessible, in accordance with the Public Sector Bodies (Web systems and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

The public facing parts of our web system are partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances and exemptions listed below.

Non accessible content

The content listed below is non-accessible for the following reasons.

Some Data Grids cannot be optimised or made to work on a mobile device (Android or iOS).

Disproportionate burden

Navigation and Web Controls

Some web controls that we use are perfectly accessible in a web browser but not on some handheld devices. When changing the device orientation between vertical and horizontal, scaling and rescaling does not always work, thus making it more difficult to view the content.

It’s not possible for users to change text size without some of the content overlapping. To solve this problem, we will provide functionality in a dedicated device app, we will not be completely rewriting the desktop’s layouts as this would be a disproportionate burden for a micro-organisation like ourselves.

We’ve assessed the cost of fixing all issues around navigation, controls and data grids with interactive tools and transactions. We believe that doing so now would be a disproportionate burden within the meaning of the accessibility regulations.

We will incorporate required changes however into our new version and make another assessment when this new version of the system is launched in quarter 3 2021.

Content that's not within the scope of the accessibility regulations

PDFs and other documents
Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on how users can access our services, and forms published as Word documents. By Quarter 3 2021, we plan to replace them with accessible HTML pages.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix [example of non-essential document]. Any new PDFs or Word documents we may publish will meet accessibility standards.

Live video
We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations .

What we're doing to improve accessibility

Our accessibility roadmap defines how and when we plan to improve accessibility on this web system. It is:

Provide dedicated device apps to deal with any accessibility issues around hand held devices.
Redesign all “Public Facing” web forms to be accessible within the rules that apply to us and which do not fall under the heading “disproportionate burden”.

This web system was last tested on 5 January 2021. The test was carried out by our own programming team following the guidelines issued by HM Government UK.
